【摘要】:Thispracticeestablishesamultiplepersoncoldwatersurvival/rescueprocedure.Allpersonswhoareidentifiedaswaterrescuersshallmeettherequirementsofthispractice.Thispracticeisintendedtoassistgovernmentagencies,state,local,orregionalorganizations;firedepartments;andrescueteamsandotherswhoareresponsibleforestablishingaminimumperformanceforpersonnelwhorespondtowateremergencies.Themajorityoftherescuersperformingthistechniquemustbewearingpersonalflotationdevices.Thesedevicesshouldconformtostandardssetbytheappropriatenationalregulatoryauthority,thatis,theU.S.CoastGuardintheUnitedStates,andbeingoodandserviceablecondition.Awaterrescuersometimesmaybeimmersedincoldwaterforprolongedperiodsoftime.Theyareunabletogettoshoreorshoreistoofaraway,rescueisnotimminent,noboatisavailabletogetintoorontopof,andnoflotsamisavailable.Thewaterrescuerneedstoassumeadefensiveposturetoconserveheatandincreasesurvivaltime.1.1Thispracticecoverstherecommendedwaterrescueprocedureforperformingthehuddleposition.1.2Thispracticeisoneinasetofself-rescuetechniquesforthewaterrescuer.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
